No animal afflicted with a contagious or infectious disease shall be allowed to run at large within the village or be exposed in any public place or kept on any private premises within the village whereby the health of man or beast may be affected, nor shall the diseased animal be shipped or removed from the premises of its owner, except in compliance with this chapter and under the supervision of a licensed veterinarian.
