It is unlawful for any person to plant, maintain or permit the existence, or to cut down or remove any tree or shrub in a public street or other public place, without obtaining a permit therefor from the Village Manager. All trees and shrubs so planted or removed shall be placed or removed under the direction and with the approval of the Village Manager.
