§ 55.129 RESTORATION AFTER EXCAVATION.
   Any person making any excavation or tunnel in or under any street, alley, sidewalk or public place in the village shall restore the street, alley, sidewalk or public place to its original condition, except where the resurfacing is to be done by the village at the cost of the person making the excavation or tunnel. In case of unreasonable delay in so doing, the Village Manager shall give notice to the person that, unless the excavation or tunnel is refilled properly within ten days, the village will do the work and charge the expense thereof to that person. If within the time stated the conditions of the notice are not complied with, the work shall be done by the village, an accurate account of the expense involved shall be kept and the total cost shall be charged to the person who made or caused the excavation or tunnel to be made.
