The permit required by this subchapter shall not issue until the owner of the building, or the contractor who is to do the moving of the building on behalf of the owner, files a bond conditioned to save the village harmless from any loss, cost, damage or liability resulting from the moving of the building, in the amount and with sureties to be approved by the Building Commissioner; provided, however, that in lieu of the foregoing bond, the contractor may file an annual bond.
