The numbers on all streets, avenues and roads shall begin at each of the base lines with the lowest numbers in each of the several series and shall increase progressively toward the northwest or north, and toward the southwest or west. Odd numbers shall be assigned to easterly, northeasterly and northerly sides, and even numbers to westerly, southwesterly and southerly sides of all streets, avenues and roads.
