§ 55.065 PERMIT REQUIRED.
   (A)   Permit required. It is unlawful for any person to construct or maintain any driveway over or across any public sidewalk or connecting with any public street in the village without obtaining a permit therefor from the Building Commissioner.
   (B)   General requirements. Only one driveway for the crossing of a public sidewalk and providing access to a public street shall be allowed for each lot containing a single-family residential dwelling. A property owner may request one additional driveway or curb cut by submitting in writing to the Building Commissioner materials that demonstrate, by clear and convincing evidence, that:
      (1)   Backing out from a single driveway on the property will cause a safety hazard for pedestrians on the public sidewalk or for the operation of motor vehicles on the public street; and
      (2)   There is no other configuration for the driveway, including installation of a T or other turnaround on the property, that will eliminate or minimize the safety hazard.
