Every person so licensed shall maintain and keep in repair all sidewalks constructed by him or her on public properties, for a period of five years from the date of completion thereof, and failure to do so shall be sufficient cause for revocation of his or her license by the President of the village; but no requirement shall be made except as to repairs necessitated by faulty or improper materials, poor workmanship or failure to properly protect the sidewalk from damage by the elements.
