It is unlawful for any person to place any scaffold or ladder in a position which overhangs or can fall onto any public street, alley, sidewalk or other public way unless the scaffold or ladder is firmly and properly constructed and safeguarded; and unlawful for any person to place or leave any tool or article on any scaffold or ladder in a manner that it may fall onto the street, sidewalk, alley or other public way from a height greater than four feet.
