It is the duty of every village officer and employee becoming cognizant of any defect in any street, alley, sidewalk or other public way, or any obstruction thereof, to report the defect without delay to the Village Manager, and it shall be the duty of the Village Manager to cause dangerous defects to be barricaded to prevent injury.
