It is unlawful for any person to use any street, alley, sidewalk, telephone pole, tree, public place or public property for the display of any sign, placard or any printed, painted or written matter for any purpose, or to write, print, paint or mark any sign, word or figure on any street, alley, sidewalk, telephone pole, tree, public place or public property, without obtaining a permit therefor from the Village Manager or the Village Board.
