The Village Manager shall be authorized and empowered to issue a written permit for the location of planter boxes on sidewalks in the business districts, provided that each planter box shall not extend onto the sidewalk more than 20 inches and shall be in a lighted area so that it can be seen at night, and located flush against the outer wall of the building or in an entrance way setback area so as not to create an obstruction or hazard to pedestrian traffic.
