All public streets, alleys, sidewalks and other public ways in the village, shall be under the supervision of the Village Manager, under the direction of the Village Board. The Village Manager, or his or her designee, shall supervise all work thereon, and the cleaning and lighting thereof, and is charged with the enforcement of all provisions of this code and any other ordinances of the village relating to them, except traffic ordinances.
