The village may, in case of emergency, but shall not be obligated to, repair any building sewer, but any repairs made by the village shall be at the cost and risk of the owner of the premises to be served, and it shall not be liable for any damage resulting from the undertaking or making by it of repairs, nor for any damage caused by, or resulting from obstructions in the branch or house drain sewer or from any disrepair thereof, or from failure to make needed repairs.
