Should water, gas or other pipes or drains be encountered in the direct line of a building sewer during its construction, the method of carrying the sewer under, over or around such or similar obstructions, or of doing anything involving such or similar obstructions, or of doing anything involving a deviation from the proper line or standard grade, shall be approved by the Building Commissioner.
