Notice must be filed in the office of the Village Manager before any street or highway can be opened for the purpose of constructing a house sewer. Nothing in this section contained shall render the village liable to the sewer builder or drain layer or relieve him or her from the duty and expense of protecting trenches until a time as the village is able to make the inspections and do any incidental work it is required to perform.
