Where no stub, Y or T exists, an entire length of the public sewer shall be removed and replaced with a Y or T length unless a special M-D cut in connection, or equal, which will not allow the spigot end of the house sewer to project beyond the inner surface of the main sewer, is used. No cut-in connection made by breaking or cutting a hole in the main and inserting the spigot end of an ordinary sewer pipe shall be permitted.
