(A) Whenever it may be found necessary to make a connection between a building drain and the public sewer in the street where no junction piece was originally placed in the latter in front of the lot, the junction piece will be furnished and put in place by the village at cost.
(B) Under no circumstances will drain layers or other unauthorized parties be allowed to break into the sewers for the purpose of setting junctions or making any kind of connections whatsoever.
