No person except a regular employee of the Water or Street Department of the village, or of the Fire Department of the village or serving the village, shall open, take water from or in any way interfere with any public fire hydrant, or unmetered private fire hydrant, without obtaining a permit to do so. The regular rates for the use of water shall be charged for all water taken from fire hydrants.
