When an owner or tenant vacates premises and does not desire to assume further responsibility for water bills accruing on the premises, he or she may give notice in writing to the Village Manager to read and remove the meter and turn off the water supply, and upon receipt of the notice, the Village Manager shall promptly cause the meter to be read, and may cause the meter to be removed and the water supply turned off at the main service cock in the public parkway. Before renewing service for a new owner, the Village Manager shall require him or her to make an affidavit as to the time of purchase, date of deed, name of grantor and Recorder’s document number.
