Water shall not be furnished to a new tenant or non-owner until he or she makes a cash deposit with the Village Clerk in an amount as established in the annual fee ordinance to cover the value of the meter furnished, and a further sum of an amount as established in the annual fee ordinance as a guarantee that water bills rendered will be paid. The Village Manager is hereby authorized to increase the amount of the deposit where the consumption of water exceeds, or it is estimated that the amount of water may exceed, the consumption of water during any billing period.
