A. In their interpretation and application, the provisions of this title shall be held to be the minimum requirements. More stringent provisions may be required if it is demonstrated that such standards are necessary to protect the public health, safety and welfare.
B. These regulations are not intended to interfere with, abrogate, or annul any other ordinance, rule, regulation, statute, or other provision of law except as provided in these regulations. C. These regulations are not intended to abrogate any easement, private covenant or any other private agreement or restriction, provided that where the provisions of these regulations are more restrictive or impose higher standards or regulation, the requirements of these regulations shall govern irrespective of private contractual provision.
