10-2-13: STOPPING, STANDING OR PARKING IN SPECIFIED PLACES:
   A.   Stopping, Standing Or Parking Prohibited; No Signs Required:
      1.   No owner or operator of a vehicle shall allow or cause the vehicle to stop, stand or park, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic control device, in any of the following places:
         a.   On a sidewalk;
         b.   In front of a public or private driveway;
         c.   Within an intersection;
         d.   Within fifteen feet (15') of a fire hydrant;
         e.   On a crosswalk;
         f.   Within twenty feet (20') of a crosswalk at an intersection;
         g.   Within thirty feet (30') upon the approach to any flashing signal; stop sign or yield sign; or traffic control signal located at the side of a roadway;
         h.   Between a safety zone and the adjacent curb or within thirty feet (30') of points on the curb immediately opposite the ends of a safety zone, unless the traffic division has indicated a different length by signs or markings;
         i.   Within fifty feet (50') of the nearest rail of a railroad crossing;
         j.   Within twenty feet (20') of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station and on the side of the street opposite the entrance to any fire station within seventy five feet (75') of said entrance when properly signposted;
         k.   Alongside or opposite any street obstruction or excavation when stopping, standing or parking would obstruct traffic;
         l.   On a roadway side of any vehicle stopped or parked at the edge or curb of a street;
         m.   Upon any bridge or other elevated structure upon a highway or within a highway tunnel;
         n.   At any place where traffic control devices prohibit stopping;
         o.   In any active road and sewer construction zone between the hours of seven o'clock (7:00) A.M. and seven o'clock (7:00) P.M., Monday through Saturday. Violators may be towed but not before effort is made to contact the registered owner of the vehicle in violation.
      2.   No person shall move a vehicle not lawfully under his control into any such prohibited area or away from a curb such distance as is unlawful. (Ord. 583, 7-13-2016)
   B.   Parking Not To Obstruct Traffic: No owner or operator of a vehicle shall allow or cause the vehicle to stop, stand or park upon a street, other than an alley, in such manner or under such conditions as to leave available less than ten feet (10') of the width of the roadway for free movement of vehicular traffic.
   C.   Parking In Alleys: No owner or operator of a vehicle shall allow or cause the vehicle to stop, stand or park in an alley in such a manner or under such conditions as to leave available less than ten feet (10') of the width of the roadway for the free movement of vehicular traffic, and no owner or operator of a vehicle shall allow or cause the vehicle to stop, stand or park within an alley, in such a position as to block the driveway entrance to any abutting property.
   D.   All Night Parking Prohibited: No owner or operator of a vehicle shall allow or cause the vehicle to stop, stand or park on any street specified in section 10-4-2 of this title for a period of time longer than thirty (30) minutes between the hours of two o'clock (2:00) A.M. and five o'clock (5:00) A.M. of any day, except physicians, law enforcement and other emergency calls.
   E.   Parking For Certain Purposes Prohibited: No owner or operator of a vehicle shall allow or cause the vehicle to stand, stop or park upon any roadway for the principal purpose of:
      1.   Displaying such vehicle for sale.
      2.   Washing, greasing, painting or otherwise repairing such vehicle, except repairs necessitated by an emergency. (Ord. 397, 1-12-1994)
      3.   Leaving vehicle on street that is in disrepair.
         a.   Any vehicle in disrepair shall be tagged for forty eight (48) hour removal.
         b.   Any vehicle not moved off the street after the forty eight (48) hour period shall be towed.
         c.   Definition of "disrepair" includes, but is not limited to, any vehicle unable to start/move under its own power, including a vehicle with a flat tire(s).
      4.   Any vehicle inhibiting snow removal.
         a.   Any vehicle inhibiting snow removal shall be tagged for forty eight (48) hour removal.
         b.   Any vehicle not moved off the street after the forty eight (48) hour period shall be towed. (Ord. 493, 12-10-2003)
   F.   Parking Adjacent To Schools:
      1.   The traffic division is hereby authorized to erect signs indicating no parking upon either or both sides of any street adjacent to any school property when such parking would, in his opinion, interfere with traffic or create a hazardous situation.
      2.   When official signs are erected indicating no parking upon either side of a street adjacent to any school property as authorized herein, no owner or operator of a vehicle shall allow or cause the vehicle to stop, stand or park in any such designated place.
   G.   Parking Prohibited On Narrow Streets:
      1.   The traffic division is hereby authorized to erect signs indicating no parking upon any street when the width of the roadway does not exceed twenty feet (20'), or upon one side of a street as indicated by such signs when the width of the roadway does not exceed thirty feet (30').
      2.   When official signs prohibiting parking are erected upon narrow streets as authorized herein, no owner or operator of a vehicle shall allow or cause the vehicle to stop, stand or park upon any such street in violation of any such sign.
   H.   Standing Or Parking On One-Way Streets: The traffic division is authorized to erect signs upon the left hand side of any one-way street to prohibit the standing or parking of vehicles, and when such signs are in place, no owner or operator of a vehicle shall allow or cause the vehicle to stand or park upon such left hand side in violation of any such sign.
   I.   Standing Or Parking On One-Way Streets And Roadways: In the event a highway includes two (2) or more separate roadways and traffic is restricted to one direction upon any such roadway, no owner or operator of a vehicle shall allow or cause the vehicle to stand or park upon the left hand side of such one-way roadway unless signs are erected to permit such standing or parking. The traffic division is authorized to determine when standing or parking may be permitted upon the left hand side of any such one-way roadway and to erect signs giving notice thereof.
   J.   No Stopping, Standing Or Parking Near Hazardous Or Congested Places:
      1.   The traffic division is hereby authorized to determine and designate, by proper signs, places not exceeding one hundred feet (100') in length in which the stopping, standing or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic.
      2.   When official signs are erected at hazardous or congested places as authorized herein no owner or operator of a vehicle shall allow or cause the vehicle to stop, stand or park in any such designated place. (Ord. 397, 1-12-1994)
