8-1-13: UNLAWFUL TO PLACE GARBAGE IN PUBLIC PLACE:
It shall be unlawful for any person to place in any manner garbage or refuse of any nature in a lane, alley, street or other public place within the city or upon private property unless contained in covered containers approved by the superintendent of public works. (1961 Code)
