No garbage or refuse shall be permitted to accumulate except in covered containers approved by the superintendent of public works. Such containers shall be of strong, not easily corrodible, rodentproof metal, each with two (2) handles and tight fitting covers which shall be in place at all times except when removed for filling or emptying.
