A "transient photographer", for the purpose of this chapter, is hereby defined as any itinerant photographer, picture or view taker, coupon salesman, enlargement solicitor or canvasser therefor, not residing in and/or conducting said business in said city for a period of at least one full calendar month, after which he is considered a resident photographer and shall be entitled to the rights and privileges thereof, and a refund of all money in excess of the regular resident photographer fees.
