It shall be the duty of any qualified person delegated by the mayor, to inspect the place of business described in the application for a theater license prior to the issuance of the license therein applied for, and also to make such inspection, from time to time, to ensure that said place of business is, and shall continue to be, suitable and safe for its use as a theater, and that all regulations of the city and laws of the state of Idaho are being adhered to.
