4-1-8: UNLAWFUL TO COMMENCE CONSTRUCTION WITHOUT A PERMIT:

It shall be unlawful to commence construction upon any building within the city without first securing a building permit and any person convicted of failing to comply with this chapter shall be guilty of a misdemeanor. (Ord. 346, 6-11-1986)
