All required improvements shall be completed prior to the granting of the final plat approval. Completed improvements shall be in accordance with an approved preliminary plan and in accordance with the requirements of this chapter. When required improvements are not completed, the subdivider shall insure their completion with a performance guarantee acceptable to the Commission, the Village Council and the appropriate county official before the final plat may be approved.
