(A) The responsible officials are the Board of Public Affairs, the Village Council, the County Sanitary Engineer and the Ohio Environmental Protection Agency; for wells and cisterns, the County Board of Health.
(B) Where an approved public water supply is available at the plat boundary, the subdivider shall construct a system of water mains and connect with such public water supply.
(C) Where a supply of approved public water is not available at the plat boundary, the subdivision shall be served by individual wells or cisterns, if approved by the County Board of Health.
(D) If a public water supply is not available, and in the future a water line is installed to serve the proposed subdivision, the property owners may be assessed under the regulations established under R.C. § 6103.05 by the County Commissioners or under R.C. § 727.06 or 729.06 by the municipal water department to pay for the capital improvement.
