The provisions of this chapter shall supplement any and all laws of the State of Ohio, resolutions by the county, or any and all rules and regulations promulgated by authority of such law or resolution relating to the purpose and scope of this chapter. Whenever the requirements of this chapter are at variance with the requirements of other lawfully adopted rules, regulations, ordinances, or resolutions, the most restrictive or that imposing the highest standard shall govern. This chapter shall be interpreted as minimum requirements.
