§ 34.01 CHIEF OF POLICE; COMPENSATION AND DUTIES.
   (A)   The position of Chief of Police shall be a part-time hybrid position. The Chief shall work a full-time schedule from Memorial weekend through September 30. Full-time shall mean any combination of three eight-hour shifts in uniform while being on call on the Island for the remaining 16 hours of any 24-hour day the Chief is working. The Chief will work part-time the remainder of the year while maintaining his or her administrative duties and continuing to be available by phone as needed. Part-time shall mean two eight-hour shifts while being on call on the Island for the remaining 16 hours of any 24-hour day the Chief is working. The Chief shall schedule himself or herself to work Fridays and Saturdays when he or she is working part-time during the months of May and October and weekends when he or she is working full-time from Memorial weekend through September 30. The salary for the position will hereinafter be provided for and payable out of the general fund.
   (B)   The designation Marshal wherever used in this code, is defined to include Chief of Police, and Chief of Police is defined to include Marshall.
   (C)   The Chief of Police shall be entitled to eight days of sick leave per year, to be taken when he or she is unable to work on a scheduled workday. All accumulated sick leave, not utilized on the date of separation, shall be paid to the Police Chief up to 25%, but not to exceed 30 days. All accumulated sick time that exists on the date of separation shall be paid at the rate of annual salary divided by 365 days equals one day.
   (D)   Before entering upon the discharge of his or her duties the Chief of Police shall execute a bond approved according to law in the amount of $5,000.
   (E)   The Chief of Police shall be an active police officer whenever necessary. The Chief of Police will be supplied with a police cruiser to be used year-round for official duties and personal use on the Island, and for official duty off of the Island so as to maintain full-time radio contact with the dispatcher and other police officials.
   (F)   The Chief of Police shall keep in convenient form a complete daily record of the Police Department's activities. Such record shall include the time complaint calls were received, the name of the complainant, if possible, nature of the complaint, location of the complaint, responsive action taken, and such other information deemed advisable or as may be required from time to time by the Council or the Mayor. A summary report of this record shall be given to the Council at or for its monthly meeting. A copy of the daily blotter shall be submitted to the Mayor on a weekly basis. A report of all citations given out by the Police Department shall be given to the Mayor within seven days of issuance of citation. The Police Chief will as soon as possible (but no later than 24 hours) brief the Mayor on any felony charges or serious accidents.
   (G)   The Chief of Police shall make frequent checks on the vacant cottages on the Island during the months of October through May.
   (H)   It shall be the duty of the Chief of Police to ensure that there is at least one certified police officer on duty/call 24 hours per day, seven days per week. In the event the Chief of Police is unable to schedule a member of the Police Department to be on duty due to all of the members of the Department being off of the Island, the Chief shall make arrangements for coverage with the Erie County Sheriffs Department, and shall give notice to the Mayor as soon as practicable. The Chief of Police shall provide a 30-day schedule to the Mayor on an ongoing basis.
   (I)   The Chief of Police, when appearing in court off the Island or attending necessary police training sessions, shall be reimbursed for tuition, fees, and travel expenses provided such attendance was mandatory or with prior approval of the Council.
   (J)   The village will provide the Chief a cell phone wherein the Chief will be available for police business purposes by phone, as needed.
