(A) Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
(1) INFORMAL MEETING. A meeting where no formal action of any kind is taken.
(2) MEETING. Any prearranged discussion of the public business of the public body by a majority of its members.
(3) PUBLIC BODY. The Council and any board, commission, committee, or similar decision-making body of the village.
(4) REGULAR MEETING. A meeting where communications are read and where ordinances, resolutions, or rules are adopted or formal action of any kind is taken.
(5) SPECIAL MEETING. A regular meeting specially called as hereinafter set forth.
(B) All meetings of any public body are declared to be public meetings open to the public at all times, except for executive sessions as hereinafter set forth.
(C) The minutes of a regular or special meeting of any such public body shall be promptly recorded and open to public inspection pursuant to R.C. § 149.43. The minutes need only reflect the general subject matter of discussions in executive sessions authorized under division (D) of this section.
(D) The Village Council and other public bodies may hold executive sessions at regular or special meetings only for the enumerated purposes as set forth in R.C. § 121.22 as now in effect or hereafter amended. Executive sessions are not open to the public.
(E) The Village Council shall meet in regular session during the months of March through December, on the second Saturday of each of the aforesaid months at 10:00 a.m., in the Town Hall, Division Street, Kelleys Island, Ohio. Should any holiday fall upon the date for a regular meeting or in the event it is necessary to reschedule a regular session of Council due to the unavailability of any of its members, the Village Council shall reschedule such regular meeting to another date within the same month in lieu thereof. The Village Council shall be in recess during the months of January and February, subject to the call of a special meeting pursuant to the procedure set forth in division (F) below.
(F) Special meetings of the Council shall be held on call of the Mayor, or by any three members of the Council, upon at least 12 hours written notice to each member served personally or left at his or her usual place of residence, or called for at a regular meeting provided that such written notice is given to any Village Council member absent at the regular meeting. Unless called at a regular meeting, the news media shall also be given notice of a special meeting.
(G) (1) Informal meetings of the Council may be held one-half hour before regular meeting in the Town Hall, Addison Street, Kelleys Island, Ohio, and may be held at any other time or place as called by the Mayor, or any three members of the Council, upon written notice given as set forth in division (F) of this section.
(2) Informal meetings may also be held immediately following any regular or special meeting of the Council upon call of the Mayor, or any three members of the Village Council, upon written notice as set forth in division (F) of this section.
(H) Rules for the implementation of this section may be adopted by the Council or any public body within the purview of this section, except that no such public body may adopt rules in conflict with rules adopted by the Village Council.
