When the office of a member of the Council becomes vacant, the vacancy shall be filled by election by the Council for the unexpired term. If the Council fails within 30 days to fill the vacancy, the Mayor shall fill it by appointment, except that, when the vacancy occurs because of operation of R.C. § 733.25, the successor shall hold office only for the period the president pro tempore of the Council holds the office of Mayor.
