The Treasurer shall impose a fee of $30 against a person for any and all checks tendered to the village for any monies due and owing said village which are returned to the Treasurer not paid by the financial institution upon which said check is drawn. After the Treasurer has received two returned checks from the same person, he may refuse to accept a check from that person and require that any and all future payments to the village be made in the form of cash, money order or certified bank check.
