§ 98.13 VILLAGE OF KELLEYS ISLAND PORT AUTHORITY ESTABLISHED.
   (A)   The Village of Kelleys Island hereby declares that a port authority is established and erected within and embracing the entire geographic territory of the Village of Kelleys Island, and that the port authority so established shall be known as the Village of Kelleys Island Port Authority.
   (B)   The Village of Kelleys Island Port Authority shall have the powers and authority as set forth in R.C. §§ 4582.01 to 4582.99 restricted until further grant of powers and authority under these sections are granted by the legislative body, excluding however enabling sections (R.C. §§ 4582.22 and 4582.27, as it has been amended effective January 1, 2004, and as it may be amended from time to time in the future.
   (C)   The Village of Kelleys Island Port Authority shall be governed by a Board of five directors appointed by the Mayor of the Village of Kelleys Island, with the advice and consent of the Village Council, the appointments to be made in accordance with the provisions of R.C. § 4582.27. Two directors shall be appointed for an initial term of one year, two for an initial term of two years and one for an initial term of three years. Thereafter, all subsequent appointments shall be made for a term of four years.
