(A) All persons owning or operating a private airplane and making use of the village airport shall pay the following rates for parking and runway access:
(1) Any landing and subsequent take-off in the same calendar day and which is subject to parking, $10. Any overnight parking shall be liable for an additional $10 charge per night and subsequent day.
(2) An airport access fee of $10 shall be paid by all parties entering or exiting airport property in an aircraft to or from private property over an easement granted by the village, or by those persons accessing the airport in an aircraft who hold an airport access permit. This access fee shall permit the payer to access the runway facilities of the airport for a calendar day. No other aircraft access to the airport from non-airport property is permitted except as set forth in § 97.11.
(B) These fees plus a landing report form shall be deposited in the deposit box provided in the airport office upon arrival. Short term daily and overnight parking shall be permitted only in those areas designated for such purpose by the airport committee.
(C) Authorized representatives of any local, state or federal governmental agency or unit on official business shall be exempt from the provisions of this chapter.
(D) Any person desiring to obtain an airport access permit shall pay a $150 application fee, and if approved, the fee to obtain the airport access permit shall be $500. Each holder of an airport access permit shall pay a $50 annual renewal fee on or by the first day of June of each year.
