(A) The village does hereby establish a harbor line, pursuant to R.C. § 721.04, which harbor line shall extend around the entire village, as established by plat prepared by the Erie County Engineer, which is more specifically described as follows:
Easterly Line:
Commencing at a point, designated as point #32 on plat, located at the intersection of the line between Ottawa County and Erie County with the line between Kelleys Island and Huron Township (Latitude 41º–32’-36.446” N and Longitude 82º-38’-55.004” W), thence in a northerly direction to its intersection with the international boundary line between the United States of America and Canada, designated as point #36 on plat, (Latitude 41º-40’-35.756” N and Longitude 82º-38’-55.004” W).
Westerly Line:
Commencing at a point, designated as point #33 on plat, located at the intersection of the line between Ottawa County and Erie County with the line between Kelleys Island and Put-In-Bay (Latitude 41º-35’- 15.685” N and Longitude 82º-47’-14.424” W), thence in a northerly direction to its intersection with the international boundary line between the United States of America and Canada, designated as point #34 on plat, (Latitude 41º-41’-56.139” N and Longitude 82º-43’-33.654” W).
Northerly Line:
Commencing at a point, designated as point #36 on plat, located at the intersection of the line between Kelleys Island and Huron Township with the international boundary line between the United States of America and Canada (Latitude 41º-40’-35.756” N and Longitude 82º-38’-55.004” W), thence in a westerly direction along the international boundary line to a point designated as point #35 on plat (Latitude 41º-40’-35.638” N and Longitude 82º-40’-46.979” W), thence in a northwesterly direction along the international boundary line to its intersection with the line between Kelleys Island and Put-In-Bay, designated as point #34 on plat, (Latitude 41º-41’-56.139” N and Longitude 82º-43’-33.654” W).
Southerly Line:
Commencing at a point, designated as point #32 on plat, located at the intersection of the line between Kelleys Island and Huron Township with the line between Ottawa County and Erie County (Latitude 41°-32'-36.446" N and Longitude 82°-38'-55.004" W), thence in a northwesterly direction along the line between Ottawa County and Erie County to its intersection with the line between Kelleys Island and Put-in- Bay, designated as point #33 on plat (Latitude 41°-35'-15.685" N and Longitude 82°-47'-14.424" W).
The plat referred to in the above description of the boundaries of the village is expressly incorporated by reference and made a part of the within ordinance.
(B) The village shall exercise all powers of government in, over and under such water and land made or that may be made within the territory described in division (A) above.
