(A) No person shall, except as hereinafter provided, obstruct, impede, divert, enclose or vary the location, direction, size or capacity of any drain, ditch, drainage ditch, culvert, sewer, natural or other watercourse, or depression or conduit for the drainage of water situated within the village.
(B) Ditches that are outside of the village right-of-way (ROW) are the responsibility of the homeowner(s) unless the ditch is platted and recorded as owned by the village. If a ditch connects to a catch basin, the village will be responsible for the first 20 feet of the ditch connecting to the catch basin.
