§ 51.09 STORAGE OF GARBAGE, WASTE AND REFUSE.
   (A)   All garbage, refuse, and commercial and industrial waste emanating from any premises within the village shall be stored in a watertight container, either a bulk container or other metal or plastic container having handles and a tight-fitting lid or in durable, leak-proof plastic bags securely tied. Storage containers shall be kept in the rear yard upon a given premises so as not to be visible from the street, other than on collection days. Storage containers shall be placed behind a wood enclosure or other suitable natural screening not to exceed six feet in height, so as not to be visible from the street or neighboring properties. All enclosures for garbage or refuse containers must meet the setback requirements for accessory structures within the zoning district of the premises. No garbage or refuse container enclosure shall be built, constructed or placed upon the premises without obtaining a zoning permit from the zoning inspector.
   (B)   This section does not apply to temporary dumpsters, bulk container, or other garbage or refuse containers placed on a premises during construction, reconstruction or remodeling of a structure, not to exceed 90 days.
