(A) The Refuse Disposal Board shall consist of three members: the two members of Council who serve on the Transfer Station Committee and one private citizen to be appointed by the Mayor, with the advice and consent of Council.
(B) The Refuse Disposal Board shall hear applications for classification of part-time dwellings, and shall act as an appeals board to hear applications to resolve any issues relative to the imposition of the annual transfer station permit. Upon receipt of an application and any documentation submitted therewith relative to the issuance of the transfer station permit, the Refuse Disposal Board shall review the application within 30 days at which time the applicant shall be notified by the Board of its decision by regular mail. The applicant shall have 20 days from the date of that letter to request a hearing to dispute the decision and present testimony and additional evidence to establish its claim regarding the issuance of said permit.
(C) The members of the Board shall receive no compensation for participating on the Board.
