Annual invoices for the availability fee established in § 51.02 will be mailed to each user by March 15 of each year and such availability fee shall be due and payable 30 days from mailing. Each establishment or residence will be invoiced at the full rate determined by the Refuse Disposal Board pursuant to the parameters set forth in § 51.02(A), (B) and (C). Fees shall not be refunded or pro-rated.
