Before any construction on required improvements is started, the construction drawings shall be approved by the responsible county officials listed herein. The drawings shall be on file with the Commission, the County Engineer, the Sanitary Engineer, the County Board of Health, the Village Council, the Ohio Department of Health and the Ohio Environmental Protection Agency where water and sanitary sewer main construction are involved. Construction drawings shall be drawn and signed by a registered engineer, including registration number, and shall be in accordance with the Commission's determination of required improvements.
