Where utilities are located outside street right-of-way lines, easements at least 20 feet in width centered along rear or side lot lines shall be provided. All easement locations shall be approved by the utility company involved; and, where necessary, easements of greater width may be required by the Commission. Easements shall also be provided along every water course, storm sewer, or drainage channel within a subdivision as provided in this section.
