The owners of 60% of the front footage of the property abutting the street or the owners of 75% of the area to be served and assessed by the improvement can petition the Board of Public Affairs of the village for the construction of a water line. They agree that the total cost of the improvement, including the cost of intersections, if any, regardless of the limitations of R.C. §§ 727.03 and 727.04, be assessed and collected in equal annual installments in a manner prescribed by Council at the recommendation of the Board of Public Affairs. Petition forms can be obtained from the Water Department.
