Whenever by ordinance the Council designates and describes a through street, it shall be the duty of the Street and Airport Commissioner to place and maintain a stop sign on each and every public street intersecting said through street or intersecting that portion thereof described and designated as such by any ordinance of the village unless traffic at any such intersection is controlled at all times by traffic control signals or otherwise provided for by ordinance.
