§ 70.43 ISSUANCE OF LICENSE.
   (A)   The Chief of Police, on receiving proper application, is authorized to issue a people-powered vehicle license, effective until the next succeeding June 1. Licenses issued on or before June 1, 1975, shall be effective until June 1, 1976.
   (B)   The Chief of Police shall not issue a license for any people-powered vehicle when he knows or has reasonable ground to believe the applicant is not the owner of, or entitled to possession of, the people-powered vehicle.
   (C)   The Chief of Police with the assistance of the Village Clerk shall keep a record of the number of each license, the date issued, name and address of the person to whom issued, and the number on the people-powered vehicle frame for which the license issued and a record of all people-powered vehicle license fees collected.
