§ 38.17 PROCEDURE.
   A report of such cause, incident or complaint may be brought either verbally or in writing to the supervisor and shall be investigated as soon as is possible to assure that prompt documentation is made. Investigation of each complaint shall be accomplished within five days of receiving that complaint. The supervisor shall take the following steps to investigate a complaint:
   (A)   Record the complaint (if taken verbally) or accept the complaint if submitted in writing. Advise the Clerk of the complaint so a record of the date and a brief description of the complaint can be entered in the employee's personnel record.
   (B)   Interview the employee to determine the facts surrounding the incident.
   (C)   Document the writing, the employees' response to the complaint. Identify what steps need to be taken to assure it does not happen again.
   (D)   Advise the employee that he/she has the right to submit a rebuttal, which must be submitted within three working days from the interview.
   (E)   Submit the complaint, the interview, and all supporting documents to the Clerk for inclusion in the employee's personnel file.
   (F)   A report shall be made by the supervisor to Council of the complaint and its resolution at the next executive session.
