Before any person, company, firm or corporation shall engage in the sale of cigarettes or cigarette papers as provided in section 3-2-1 of this chapter, he shall first file with the City Clerk a written application for such license, the application to set out the name of the person, company, firm or corporation in whose name the license is to be issued and his place of business. The application shall be accompanied by the fee set out in section 3-2-3 of this chapter. It shall be the City Clerk's duty to keep a record of all licenses issued under this chapter which shall contain the name of the licensee and the amount paid for such license.
