An annual license fee of fifty dollars ($50.00) shall be paid to the City Clerk before any person, company, firm or corporation shall engage in the sale of cigarettes or cigarette papers within the corporate limits of the City, and in all cases, the City Clerk shall issue the license which shall expire one year after the date of such issuance.
