§ 30.032 OFFICERS; MEETINGS; ANNUAL REPORT.
   (A)   The Planning Commission, at the first regular meeting of the calendar year, shall elect its own Chairperson from among its members. The Commission may create and fill such other offices as it may determine. A city employee designated by the Mayor with Council approval, shall act as secretary of the Planning and Zoning Commission, but he or she shall not be a member unless he or she is appointed by the Council as its Commission member representative as provided in § 30.031.
   (B)   When an application for Commission action is pending or there is other business for the Commission to transact, the Commission shall hold a regular monthly meeting. When there is no business to transact, the Chairman of the Commission shall have the authority to cancel the monthly meeting provided that no more than 65 days shall elapse between meetings of the Commission. It shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions and findings, which record shall be a public record. On or before January 1 of each year, the Commission shall submit to the City Council a report of its work during the preceding year. Expenditures of the Commission shall be within amounts appropriated for the purpose by the City Council.
   (C)   Special meetings of the Planning and Zoning Commission may be called by the Chairperson or by two members thereof by presenting written notification to the City Administrator containing at least the following information:
      (1)   The name and position of the person(s) calling the meeting;
      (2)   The time and place of the proposed special meeting; and
      (3)   A request asking the City Administrator to give Commission members proper legal notice of the proposed meeting.
